At NASA, the process of evaluating and selecting a major contractor is termed the Source Evaluation Board (SEB) process. This highly important process is culminated by the Administrator, together with two other top NASA officials, making the final choice. But the SEB process is more than just a means to select contractors. Because it implements top management philosophy and policy, educates and evaluates personnel, and fosters NASA-industry relations, the SEB process has become a key management tool.
